Appearance:
History: No one knows quite where Vice came from. People simply know that one day Vice was there. With his signature Black Knight Armor and Grim Harvest Scythe he became a harbinger of death and terror. It has never been a good sign to see the black iron-clad figure appear nearby. Within weeks of his first appearance, it was said he pledged his scythe to the service of the Nightmare Lord for unknown reasons.
Rumors are rampant about his origin, which quadrant of the city he is from isn't even certain. Some joke that he wasn't even born so much as forged by malice and hatred to be a killing machine. Regardless of where he's from, few are happy about any of the claims that the Reaper of the Northeast may have come from their region. What they do know is that Vice now haunts the Northeast as the Black Knight of the Nightmare Lord. He can be seen in other regions as well, but he is not a welcome sight wherever he is seen.
Vice comes and goes with little explanation or answering to anyone, always moving with an air of importance as though every step he takes furthers some grand purpose. His armor and scythe are recognizable from great distances, as is the unfaltering sense of dread that, when close enough, is almost palpable. Without any knowledge of his origins, and from the way that Vice barely speaks, never shows restraint, and can only be brought to heel by the Nightmare Lord himself; none of his motives are known.

Dreadful Wrath: When Vice charges, makes a full attack, or casts a spell that either targets an enemy or includes an enemy in its area, he gains the frightful presence ability for that round. Each enemy within a 20-foot radius of Vice must succeed on a Will Save DC 26 (10+[1/2 Char Level]+Cha Mod -- 10+8+8) or be shaken for 1 minute. Regardless of its success or failure on the saving throw, any creature exposed to this effect is immune to Vice's frightful presence for the next 24 hours. This is an extraordinary morale effect.
Darkling Weapon: With 3 rounds of preparation (involving rituals and alchemical substances that cost 50 gp), Vice can imbue any weapon with a +1 enhancement bonus on attack and damage rolls. If the weapon already has an enhancement bonus, Vice can instead imbue the weapon with any magical special quality that is the equivalent of a +1 bonus. The bonus or special quality only functions when the weapon is in the hands of Vice, and it lasts 10 hours. Vice can imbue only one special quality in a weapon at a time.
Dark Senses: Vice has the tremorsense ability (can sense location of anything within 60 ft. that is in contact with the ground).
Demonic Wings: Vice can use the spell Demon Wings 1/day as a 10th level caster.
Malign Fury: Vice can take a full attack action in conjunction with a move or move-equivalent action 3 times per day.
Aura of Domination: Twice per day, Vice can invoke an aura of fear that emanates in a 20-foot radius. All those within the radius must make a Will Save DC 28 (20+Cha Mod -- 20+8) or be considered panicked (DMG pg85). Those who make their Will Save are still shaken until they leave the area of effect. Each time Vice invokes this ability, the aura of domination lasts for 2 minutes.
