This game is fluid, however, and much like the Grey Edges, rules are subject to change if they just don't make sense anymore. You'll be given fair warning before that happens.
If you don't understand something about the rules, PLEASE ask it here. I'd rather answer it once, for everyone to read, then have to answer it multiple times.

Ok. A few questions on The Rules and other various subjects.
1: Do we get to choose specifically what is in every hex we own at the beginning? For example, choosing that every single hex of our nation is Desert, or plains, or some such thing. Or would that count as our free 'freature'? (As a note, I'm pretty sure i know the answer to this, but I just want to clarify)
2: Do we have to have a dwelling in each hex that we control? Or does control merely signify that on a map, it is part of our territory?
3: You say that 1/4 of your population is your max 'trained' amount. Does that mean that we get to start the game with that amount of trained people for free?
4a: When you say that a single title is attacheable to a VIP at no cost, does that mean that when we buy VIP we can choose to make them, say, an ambassador for free? Without paing the 1 CP for Ambassador?
4b: If yes to a, what is the difference in buying an Ambassador straight up, instead of buying VIP and attaching Ambassador?

1) You may select landscapes are is in your starting hexes. But if they are something impassable, or magical in nature, it counts as a feature. As the rules say, if it would fit for your chosen races of people, then it's fine. Forests for Elves, Mountains for Dwarves, ect. But broken earthquake lands that have cities flying on clouds? Totally a Feature. Talk to me about what you want. I'm willing to be reasonable.
2) At the start of the campaign, no, you don't need a Dwelling in each Hex. But it would help if you built at least one village in each eventually. Unless, of course, you have a landscape that wouldn't have Dwellings on them. Then it's totally understandable that you don't have something there.
3) 1/4 of your STARTING population. Sorry. If you start with 2000 Population, you can immediately have 500 trained members of the population. Free. But only at the most "basic" of levels. Anything beyond a - using DnD terms here - level 2 NPC is going to be at least a Specialist. Think of an untrained civilian as a Level 1 Peasant with just one skill rank in: Living Day to Day. Then you train them. Suddenly they gain a Character Class. Instant improvement. You get 1/4 of your STARTING population to be trained... and the rest are still schmucks. But you can train the other 3/4ths of your Population using Training Actions.
4a) If you buy a VIP, they can have a Specialist Title, without paying the 1 CP that you would pay otherwise. It's free, for the cost of the VIP you purchase.
4b) So, the answer was Yes. So the difference is: Random Schmuck with a Fancy title that will try to do the job you gave them.... Specialist. Not-So-Random Person who not only has a Fancy title but can back up their skills with or without your support? VIP. Again, in character level terms, it's like the difference between a Level 1 Diplomat NPC... and a Level 10 Bard who just happens to have bought max ranks in Diplomacy. One is trained to be a Specailist in just the one thing... and the other is a well known figure, who just happens to be good at what they do.
Hopefully, that makes sense!

Question! Are the various blank spaces going to be filled by DM-made nations? Also, just out of curiousity, can people's nations not be touching at the start to provide a single white hex between them or no? Just a few musings I thought of. I don't mind either way, but I thought it may help with people who haven't yet claimed a region (though I feel like we've got all we're going to get).
Oh, and also, is there any chance we can have more direct impacts on the characters? Just wondering if we'll get updates if we're a nation that may be concerned about them (and just for the amusement purposes of hearing about bar-rumors, Heroes of Might & Magic style ). Anyways, just some muddles and wondering on how close we are to starting!

(1) Grey Edges that are not claimed at the start of the game will remain unclaimed until Explored and Occupied by another nation. The gaining of more land is one way to increase you nation, should you desire.
(2) Starting the game right next to someone is perfectly fine, and if not encourages, at least not discouraged. SURROUNDING someone, however, will not be allowed. Each nation MUST have access to at least three Grey Edge areas, to all them a chance to expand. That's up to the GM to decide if someone is being surrounded, and you'll have the chance to pick a new Hex if that happens.
(3) I'm still missing a little information from Cadic, and ALOT of information from Mesavan. I have hopes that I'll get one to two other people besides them. So, once I've got all the needed info, we'll start.
